The following information is provided by a private watchdog group that has contacted Shelter Reform seeking help in reforming a notoriously bad shelter which appears to fit an all-too-common pattern: politicians circling the wagon with propaganda campaigns that conflict with the harsh reality inside the shelter. The numbness factor

Watching these videos is a disturbing experience. That such things would be standard operating procedure for a city animal shelter is nothing short of horrific. We've received many pieces of documentary evidence, photographs, and eyewitness testimonies since Shelter Reform started, but these new videos from Forrest City, Arkansas are among the worst encountered to date. The risk in watching them is in becoming either demoralized in despair, or desensitized by exposure to abuse and cruelty.


The credibility factor

Compare the video footage here to the glowing reports by the leaders of the city. Here again we see a case of the emperor having no clothes. Other cities we've worked with have taken the steps toward reform. This city is struggling to take even baby steps in this direction. The rhetoric soars, but there is no corresponding execution despite the assurances and platitudes.
